The Westwood Neighborhood Council Land Use and Planning Committee (LUPC) meets on an "as-needed basis" on the last Wednesday afternoon of the month from 3:15 p.m. to 5:15 p.m. in the Meeting Room at the Westwood Public Library, 1246 Glendon Avenue, Los Angeles, CA 90024.
Applicants who seek permission from the City to construct a new structure or remodel an existing one, and/or add a new conditional use to a lot in our neighborhood often seek input from the LUPC of the Westwood Neighborhood Council (WWNC). They bring their proposals for changes in our community to our meetings prior to their hearings before the City departments. Stakeholders are encouraged to offer their input at our meetings. The LUPC then makes recommendations regarding the Applicant's requests to the full Board of Directors (BOD) of the WWNC. The results of the vote by the WWNC BOD on the request(s) of the Applicant(s) are then forwarded to the city entity as an advisory opinion.
Statement of Purpose and Scope:
Our purpose is to serve as an educational resource on land use matters for the WWNC Board of Directors and our greater community as well as to facilitate the exchange of information between the WWNC, our community, city departments, and land use applicants. In general, we favor the status quo with regard to zoning, and disfavor departure from the City of Los Angeles General Plan, Community and Specific Plans that cover our Westwood community at large.
Our scope includes commercial and multi-family residential projects and all proposals for zoning changes. In general, individual single-family dwelling issues that do not involve a zoning change will not be considered without a compelling demonstration of community-wide impact. At its discretion, the WWNC Board may refer broader land use issues of potential interest to the community to the LUPC for review. These issues may pertain to trends, changes in neighborhood character, or actions proposed by local government. We also consider the parking, traffic, and mobility impacts of proposed projects.
